Serik Makashevich Zhumangarin was born on July 22, 1969, in the city of Aktobe. Since December 21, 2024, he has been serving as the Deputy Prime Minister — Minister of National Economy of the Republic of Kazakhstan.

In 1993, he graduated from the Moscow Power Engineering Institute with a degree in Thermal Physics.

In 1997, he received a degree in Finance and Credit from the Karaganda State University named after E.A. Buketov.
