Arman Orazbayevich Kyrykbayev was born in 1976 in the city of Astana. In 1996, he graduated from the Kazakh State Academy of Management (Narxoz University) with a degree in Economics, and in 2002, he graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kazakhstan with a degree in International Relations. On February 24, 2025, by the Decree of the Head of State, he was appointed Assistant to the President of the Republic of Kazakhstan for Internal Policy and Communications.
